And to think, no one wants an itchy kitty!
But, someone obviously did and his name is, "...(Sgt. Eric) Torgerson", who, "arranged for meetings under the Morrison Bridge and at NE 42nd and Sandy."
Sgt. Torgerson must have been trying to tame a bad kitty- which is obviously easier to do than actually fight crime...
